Does it replace supervision in water?
No. It is a swimming aid for supervised water play only. An adult must stay within arm's reach the entire time, and it is not a life-saving device.
How do I get the fit right?
Adjust the side panels so the vest sits close to the body without pressing, then close both buckles. A loose vest rides up under the arms, which is what you are avoiding.
